If you change the saturation or rotate, to level out the horizon, does that make it a manip?

Yes, if you change the photo in anyway it's manipulated!
No, if you took the picture, a little tweeking is ok; they do it for models all the time.
Messing with the colors is changing the OC too much, but a little rotating is fine.
A little color tweeking is fine, but no rotating... Why didn't you just take the picture level?
I don't know, what's a manip?
